Usually because the speed limit drops in those situations. If not, perhaps the perceived 'safe speed' drops. Although we have a 2 lane road in Oklahoma that is at 65 until it opens up to 4 lanes, and then it actually drops to 55.

All the people that were in two lanes have to squeeze into one lane so its the same amount of traffic in less space.

because people are paranoid and there is a lot of traffic merging from two to one lane and other potential road rage people won't let them in and usually when u go from two to one lane the speed limit also drops.

as the two lanes meges into one lane, drivers have to give enough space for other drivers merging in, which means having to slow down, especially for a tow truck.

Because as traffic mergers there is less space between each car therefore they slow donw to avoid crashing
