Can't you go back to the shop, with your receipt and get a refund? If you're talking about the Food Standards Agency, I'm not sure if they deal with that sort of thing.
If you don't have your receipt, I don't think there's a lot you can do. Unless you are lucky and the shop assistants know you well and remember you buying the bacon, they may still give you a refund. But unless you can prove what day you bought it I think you should just forget about it.
And in future check the expiry date before you buy!

It is a contrevention of the food hygiene act to sell food past a "use by" date. You can sell food past a "best before" date though. So you should just take the bacon back and they should swap it no questions asked. Otherwise you can tell Environmental health, if you're vindictive like that.
Are you sure it's past it's used by though, a lot of shops have a "display until" date as well.

Oh I see you're out to get somebody into trouble, aren't you? whaddya mean, who do you get in contact with? The bacon will be perfectly alright if you eat it within the next couple of days. If you're not going to use it straight away, then just take it back (if you have the receipt) Believe me, it's no big deal. and your spelling's cr4p.

Take it back to the store and ask to talk to the manager. He should not have a problem exchanging it. The manager will also make sure there are not any more on the shelf for others to purchase. If you have to travel a distance then ask for compensation for your trouble.

"Out of date" how ?
"best before" has no legal standing and is a recommendation.
"Sell by" is just that, the seller should remove it from the shelves if its past its sell by date.
You should return to the seller. If you beleive this is a systematic process used by the seller then the environmental department of your local council are the enforceing body and your best first port of call..

i personally think that the date is a rough guide to say get rid,but would still keep it for a day or two.
but with dairy products throw away as soon as the date has run out.
i think that the bacon would be okay for another day.

if you bought it after the sell by date then they should refund, or at least offer you a fresh pack, take it back, especially if you have the till receipt. But it does pay to check.
