I think the concept is "thermal equilibrium." Once the water is boiling vigorously, the pan, the water, the potatoes **and** the steam **all** have the same temperature, about 212F/100C, the boiling point of water.

The pan, followed by the steam, the water and then the potatoes. If you are boiling potatoes in a covered pan, always open the cover away from you to let the initial burst of steam escape.

The pan. Water will not go above the boiling point in heat and the potatoes cannot hold the heat of a pan. Handle with care.
