Why would someone say 'never say never' when you ask them out again?
Anyway, I would suggest you be more direct.
Ask if he/she wants to meet up on saturday night, for example. You have to ask it so that it's a yes or no answer.

'Never say never' is a famous quote from a film, Charlie and the Chocolate Factory or some such, not sure. It means you can do anything you put your mind to. Then again I suppose it really matters what context this guy said it in regards to

The expression is for you to consider a future date, and keep the door open to new options.
"Never say never" means do not close yourself to the multiple choices you might have, eventually not the best ones,but at least you have them.

Possibly it could happen. Did you have an argument as it seems he is not sure if he wants to see you again. Or you may have said "no" to something you said you will never do.

It means not now, but hey who knows what might happen in the future.
And so it probably means half of him wants to be with you but there's a reason they probably don't want to. I guess you've been together before so he doesn't want to drag all that up again.
