I'm missing Backup under system tools in XP home edition?

I had to do a complete install over again, because my computer crashed due to a bad memory chip. I had system backups on my computer before, but for some odd reason the backup folder isn't there now. I tried add/remove system components, but it isn't listed. Any suggestions?

Home edition, does not have.
