All refunds, including child tax credits, are based on income. And no you do not always have to file taxes. You must make so much money before you are REQUIRED to file. Ill look it up and post it here.

You can file taxes if you want to, although if you don't have any income at all, there's nothing to file on.
The child tax credit just subtracts from the tax that you owe, so if you don't owe any taxes, you wouldn't get anything from it. And with no income you would not get an Earned Income Credit. So you would not get money back in your situation.
There's no rule against you sending in the form. But there's no advantage to doing that, either.

Stephanie, If you did not have any earned income, you do not qualify for the earned income credit. If there is someone supporting you, Mom, Dad, boyfriend, relative, they may have the right to claim you child as a dependent.

The only time the child tax credit becomes a refundable credit is if you have three children that meets the requirements for the child tax credit.

in order for u to get the credit u need to file income taxes. if u didn't work how are u going to claim ur child. u don't get money back the money is credited from your taxable income.
u do not need to file if u did not work.

I don't think that you can, if you don't pay taxes than you won't get anything back but if you get income from the state or from child support, than it is worth looking into.
