We cannot blame the politicians and bureaucrats alone. After all they are the essence of our society.
Some of us take bribe. The rest of us give bribe barring some exceptions.

When a person wants something done fast and doesn't understand the law and its framework, and twists it to his own selfishness that is the 1st step of corruption. Corruption thrives because people are ready to pay. This is a disease that has infected every branch and root in our country. No department functions without corruption at some level. Even the Anti-Corruption Bureau is supposedly corrupt. Sometimes the agents who assist you to get your work done know the rates that have to be paid to get it done. Arent these people paid to do their jobs. Corrupt officials are those that are not satisfied with their pay and look outside. It is like committing adultery having an extra marital affair! If you dont mind and neither does your wife, then who wants to complain?

However, it affects those who dont want to be a part of it.

It is the responsibility of every person of a society to make a corruption free society.
man is born selfish , and if law is made by men sure there will be corruption, such as if the capitalist have the supreme power they neglect the poor and labors. every community which had the supreme power will made the rules in their own favors and neglect
the other community.
For a corruption free world we will surrender our wills before the creator of universe . And accept the law given my the almighty

Both the one who gives bribe as well as the one who accepts it. Have you heard in your life that a person was caught giving bribe, taken to custody and charge-sheeted. Hardly 1 in a billion, whereas one often hears about cases of accepting bribe.Very few refuse any monetary benefit from existence., The same is the case with bribe- other forms of bribe are kickbacks, commission, discounts, etc. Some are legalised and some are not.Let us take our responsibility and promise ourselves not to give or take bribe and let others take their course of time to do so.There is no need to blame the other and pass on the blame when you bribe a person or ask for bribe.

Ultimately the Society is to blame. The one upsmanship that we allow ourselves to become trapped in helps corruption along. There is no utopia, and as long as humans are humans there will be one that will break the rules to benefit themselves. Once one sees it done, another will try, and so on. So we are to blame for our own corruption that we allow to happen.

Corruption has been there from the start but now it is growing so rapidly that is easily noticable. Distorted plans of some greedy people who fight in elections just to fill there pockets and we, the people, are easily decieved by their acts. It is not a single person's fault but each and every's.
