I told this guy we should do drinks sometime, but I never got around to it. I didnt set up a time/place.
Did I just ask him out? This was a couple months back, too. Is it too late?

I do not think that was a date really. A lot times people say "We should get together for lunch sometime", but yet they do not really mean it, they're just being friendly.
He probably thought you were being cordial since you never got back to him with a date or time.
So no, it wasn't an official date.
However, it does give you the opening to ask him out on a real date.
Say to him, "Remember when I asked you out for drinks, well, how about some lunch and a few drinks tomorrow (whenever)?"

It depends on how well you knew him before you offered the drinks I think. If you didn't really know him then it would seem more like a date, but if you guys hung out and were friends I think it's more of a friendly thing. It's never too late, you can say something like; 'Oh, I found this really cute new bar, I should take you there sometime'....

I don't think its too late. It's merely a friendly gesture. You could call him up and talk for a while before you sort of remind him like "remember we talked about having a drink sometime? I was wondering..." You know...

no you were just making a suggestion like a meeting, if you set a date then you both know its a date for sure, and plus let him ask you out, a woman has got show who's in charge and show who's boss. don't play it easy
