In early societies, the most powerful people were the "leaders" (chiefs) and the next most powerful people were the "priests" and in some cases the priests had more or more real power than the chiefs.
Look around your world today, and you'll see two power sources in society, the leaders and the priests........religion is a grab for power ......scare the population enough and you can control them.
Leaders also use that dictum in order to rule. Man created Gods to control his neighbour or in the name of that God fight his neighbour to take their possessions. So it has been since recorded history.

God created man, not the other way round. Scientists/Atheists believe that everything came about from the Big Bang which is totally incorrect. God created man with a purpose to worship Him and sent down rules and regulations to live by. If man created God, it would mean that man created the universe too which is totally impossible. Your question is not sensible.
