Yes they are. Not only are the vest mandatory put the camera crews that go are required to be trained in the operations of a firearm and must carry it with them at all times.

The guys wear flak jackets (well, the Marines do and from pictures I see, so do the other services). My husband explained it to me like this, that they aren't bulletproof, but they break down the shell when it hits you.
