Because we the people ourselves promote that. We have no patience and belief in our system. We do not have courage to oppose corrupted officers in public. We do not take initiatives to stop illegitimate practices and have no idea how to make those things public. If we dare to take single big officer who promotes corruption to general public and can prove it, believe me people won't forgive him/her and they are simply gone. This will restrict others to take a move in the direction of corruption. Try to find out the basics of each Govt Offices you visit like what is the actual process for the service you need, What it thetime constraint, what is official fee for that, who is responsible for it, etc. And stick to that format. If a certificate is scheduled to be issue after 10 days, don't forcify to speed up your case, If you bribe them for your urgency, this will actually open up scope of corruption for that particular officer for rest of his life. And along with you , unknowingly you will force millions of people to bribe him. Also if you are not entertainted in prescribed time, find out the reason and make it public. This will certainly raise eye brows against you but will help lots of other succeeding people. But our belief of Who cares, kills us. Lets not forgive them and take them to justice. Lets promise ourselves that we won't take or give bribes.
