Grant of Credit card depends only on your repayment capability. If you have an income which gives you the space to do spend outside the minimum basic necessary commodities, then you are very much eligible for credit cards. Though you might be given a low credit limit, i.e. you may not be allowed to spend more than 2 or 3 times of your monthly income.
The greatest fight is to get your first credit card. HDFC, HSBC and Standard Chartered give away credit cards with low credit limits. And if you are working in a recognized company, then you sure have better chances. You may ask the credit card company representative that their are lots of colleagues of yours who want credit card. This way, you further increase your chance to get a credit card inspite of very low income, as there will be bulk applications.
Once you own one credit card, then after you will never face any such problem for new cards. As you already proved once that you are eligible.
