Yes, all the time. My baby Greenwing is constantly preening her tail feathers. She's getting ready for those to fall out and the new ones to begin growing in.

It's very normal for them to preen their tail feathers.

Yes, they will. Any bird will play with discarded or molted feathers. If the feathers are still attached to the bird, it may be preening. You can tell if the bird is preening by the motion. They do a little "chew"motion at the base, then run their beak from the base all the way to the tip. Hope that helped.

They aren't playing with their tails, they are learning to preen (groom) themselves.
