no, your only opportunity to get the GI Bill is when you are in boot camp, my dad tried to get the GI Bill when he was enlisted and was an E-6 and still couldn't get it because he passed up the offer in boot camp, he offered to pay the $1200 out of his pocket and was still denied, so no.
