OK....first of all I don't train with treats and the dog in the question has been partially trained, however it has not been reinforced, nor does it respect the owner as leader, so why should it obey someone who is below it in the pack order. Many owners do train with treats and their mistake is to believe their dogs are little human replacments not another animal species with different rules and guidelines " mummy/daddy give treats for being good" however they also give treats when the dog doesn't do what is asked or left over in their hand for nothing, rather than putting the treats back until the next training session...........as humans are so inconsistant I train others the no treat training and the ones who insist on treat training get a hard time are allowed one treat per session only to be given at the end of the training, held tight within their fingers so the dog gets a sniff or lick only during training, once proved to the humans that treat training doesn't work and dogs will work harder to get that one treat it is amazing how the humans come around to the idea quickly, when they realise their dogs are starting to work hard and respect them as the providers rather than the push over they have been.

Look at the Tom Rose dog training school in St. Louis, Missourri. I hear that it is a really good school. Otherwise, try to find a trainer in your area that you can work for.
