Try aquaphor. It worked wonders for me. Keep applying it several times a day. If you can't find it at a store, check on the internet or with a dermatologist. Good luck =)

Don't put any thing on them it just makes it worse. Wash your lips with hot water and soap then do a cold water rinse. Do this every time you wash your hands and in a couple of weeks or a little longer the natural oil from your own glands will fix the problem. After they have healed you can back off to just when you take a bath or shower. Never use chap lip products they only mask the problem not heal it.

I agree with Steven's answer. Aquaphor is great stuff and it does work. In addition to applying the Aquaphor, I recommend that you not lick your lips because they feel dry, it worsens the dryness/cracking/bleeding.
Be sure to apply a copious amount of Aquaphor at night before you go to bed. It may feel strange but it does work.
As for finding Aquaphor at a reasonable price, I was surprised to find that certain Costcos carry a pack of two 3 oz. Aquaphor tubes for around 12 dollars. Tubes are easier to carry around (vs. tubs).

You should make sure that your body is well hydrated. Drink plenty of water. And if you have a habit of licking your lips to wet them, that only makes it worse. If you are constantly using chapsticks or carmex, stop using for a while. Using a medication too much can cause what is called a "rebound affect". That means that the med will actually start causing the exact symptoms that you started taking it for.

Good Ol Rawleigh Salve or McNess Salve.. Two men when into business together in Freeport, IL. back in the late 1800's They separated ways and each continued to make the salve.
It used to be referred to as "man or beast" salve.. It is most amazing and will take the soreness out of anything even a boil. Safe to use on lips as it was and is still used on the cracked teats of cows.
Dr's used to buy it in quantity then put it into tiny jars and give it to patients for acne, cuts, burns, boils, chapped lips. I still prefer it for my chapped lips (which used to crack)..
I can't live without my Rawleigh Antiseptic Salve.

I had tried everything on my lips I even thought that I had an infection or some other bacteria cause I could not clear them up. I used lucas paw paw cream. It comes in either a red tube, or red tub and you can get it at the chemist or at the supermarket, but if you say you want paw paw cream (it is the consistency of vasaline) they will know what you mean. That is the only thing that helped me.

First increase your daily water intake. Next, be careful never to rub your lips. Third, if the products already suggested don't help use A&D ointment or Moisture Barrier ointment. OTC at your pharmacy. We use these on our patients and on our own hands. Nurses have the driest hands of all and these products WORK.
FYI: That EKO person isn't a doctor anymore than I am.

I have cracked lips too. I like petroleum jelly or carmax but I have to apply it at least 3 times daily. Also drinking water does help. Always put something on your lips if it is hot or cold outside.

I agree with those that said to use the Aquafor, it's great stuff. Also gently slough off the dead skin on your lips at least once a day, you can do this by going over them with a damp wash cloth, don't be too rough, just gently rub them with the cloth.

Try putting Vaseline on your lips and then exfoliating your lips with an old toothbrush. This will take of those old, dry, stubborn skin that won't come off. You then can continue using a moisturizing chap stick. :)
