If you mean AS a member of a highway patrol or state police, at least in my state, being a member of the highway patrol is seen as the top of the law enforcement profession at least in regards to local and state positions (excluding federal)
In my mind, the hierarchy of law enforcement would be:
(from highest prestige, to lowest)
FBI
US Marshalls
Secret Service (Law Enforcement branches)
Other Federal Law Enforcement Agencies
MAJOR metropolitan police agencies (NYPD, LAPD, Chicago, Miami)
State Police/Highway Patrol
Other metropolitan police agencies (Cleveland, Seattle, San francisco, Pittsburgh, Dallas, etc)
County Sherrifs
Small town, small city police departments
Military Police (regular MPs, SPs, ect. Investigators and Military Intelligence would be included in the "other Federal" category)
if you mean as a specific job for a police officer, meaning patrolling streets for traffic violations, no I would say Parking enforcement, ceremonial duties (excluding funerals), and assisting in correctional facilities would be considered the lowest duties

In California, the Deputies, local police Officers and Highway Patrolmen are seen as equals. We all get paid very close to the same. The Highway Patrol doesn't have the authority to take over any of my investigations, just as I don't have the authority to take over their investigation. There is a mutual respect between agencies with any of the "holier than thou" mentality.

NO! I worked highway patrol, motor and cruiser for 20 years, It was a very elite unit, besides that traffic stops yield more arrests and better cases.

In Kansas, I believe the "lowest" is a city cop, County Sheriff can take their cases, State Troopers can take County, KBI can take theirs and FBI can take KBI's. I have a very high respect for any Law Enforcement Officer, City or Trooper. In my opinion, they are all equal.

No a CO Correction Officer is "A Screw", "Turn-Key", jail house cop...that's' the pits...highest concentration of Dyke's, Bull Dyke's and Lesbians work that profession...why? Ready access to Fems ... Dominatrix and submissive heaven...
