no, compressed oxygen is compressed oxygen. 100% oxygen.
compressed air like what scuba divers use is compressed air which only has a small percentage of oxygen. it's mostly nitrogen just like the air we breathe. however, some divers that go really really deep require their compressed air to have a slightly higher percentage of oxygen but it's still a small percentage

No. Compressed oxygen is 100% oxygen, separated out of air by liquefaction. Compressed air is still about 80% nitrogen.

Not the same in all cases compressed o2 can be in liquid form or in a gaseous state. Commercial use of oxygen is usually in a liquid form, where as home use is usually in gas form.
