Mexican Moonshine is called "Pulque". It is a misty, milky color and has a strong smell. It is easier to get Pulque from cactus in the hills, than water from the river in the valley (especially when you're drunk).

You can, but it won't be Tequila. Tequila is made from agave, a plant that kind of looks like cactus. Try prickly pears. You can make alcohol about from anything with sugar. The sweeter the better. If it has starch instead of suger, you need to find a way to convert it into sugar.

As long as there are Polysacharides,sugars,Carbohydrats in the stuff. You can make alcohol from it. Yeast make alcohol in breweries from barley,grapes,wheat ( for the inferior North American beers),sugar beets,plums,sugar cane and possibly even cactus. But, you'd need a lot of cactus.Since,it's mostly cellulose.
