Change your razor often if you are prone to having ingrown hairs. Use a body scrub and exfoliate twice a week. Moisturize after every shower.

reasons why ingrowns occur:
The hair follicle becomes injured. Repeated nicking/pulling of the skin through shaving or waxing can damage the opening of the follicle so there's no clear hole from which the hair shaft can grow.
be gentle when shaving. Go over your skin lightly with a clean, not dull, razor blade and use shaving cream.
Exfoliate, Swipe skin regularly with lotions or easy-to-use pads that contain the exfoliators glycolic, salicylic or other hydroxy acids,
or
use a neutrogena hair removal product

ok this is what you could do. after shaving, grab a cotton ball w/rubbing alcohol. runacross area that was just shaved. but do not rub in to skin . if you feel something burning dab, area one more time. then apply neosporin for two days. you could also try waxing.
