Crunches can only get you so far. You need to lose fats around your waist. In many cases, moderate ab exercise will be enough for definition, but you need to lose those fats. You are gonna have to cut calories and watch what you are eating. consume enough protein and cardio is one of the best ways to burn fat. Training with weights will help you burn more calories after the workout, so overall workout (yet concentrate your workout and distribute them out) will be needed. If you are seriously overweight, then you want to make sure you get good cardio and serious workout. You definitely want to watch what you are eating.
I was a bit overweight. I am a male and I weighted 160lbs at 5'6. I went from around 33-34 to 30-31. It was done by good cardio and intensive workout. I found mediocre workout will never work to achieve my goal.

Eat nourishing food with plenty of fresh fruits and vegetables being part of it. Chew each morsel at least 32 times. This will activate signal to the brain as soon as u have had enough. Besides this change in eating style, take regular light exercises and brisk walks every day. U will be able to gain/shed all extra weight gracefully and in a reasonable time span. No food or drink in between the food and not more than three meals a day, unless u r diabetic. Doing kapalbhatis, a yoga practice, is very good.

Crunches are good and also stretching like yoga is great too just be careful to properly warm up and make sure you get cardio too also drink water its very important

Centralized exercise is a big nono for reducing size in that area. What ends up happening is that you actually gain mass in that region as muscle is formed under the fat. Fat is burned via your metabolism and not specifically by source specific muscle contraction.

cardiovascular exercises, swimming and running are good. followed with crunches, bicycle crunches are very good crunches for that whole area

leg lifts - flatten the belly
lateral stretches - works the side muscles
twists
Crunches work as do the other exercises.

I think so. Sit ups, if done regularly, will help towards a flatter stomach. Of course, if your eating habits outpace your ability to burn fat, you stomach will continue to grow.
