All digital SLR cameras allow you to focus manually. But please note that this can be tricky. Most models have a relatively small viewfinder, and NO dSLR camera has a split prism viewfinder. Critical focus is usually confirmed by a little dot in the viewfinder, alongside the exposure information, but this dot is still activated by the AF-system (that you don't trust).
If you want a split prism viewfinder for a dSLR, you can order one separately from a company called CatzEye: http://www.keoptics.com . These cost about $100 and they get good user reviews.
As for the camera recommendations above, the Panasonic FZ30 is a point & shoot, the Evolt E-330 is a botched attempt at merging a dSLR with a point & shoot, and the E-500 has about the smallest viewfinder of any dSLR.
I personally use a Nikon. Their D80 is a sub-$1000 model with a relatively large viewfinder. Canon also makes great entry level models, and Canon is the only brand with a full-size viewfinder... if you're willing to pay $2500 for the 5D.

Most lenses have a manual focus feature. I have several Canon lenses.

TURN the AF switch to MF and you should be good to go. The switch is on the lens, not the camera...

look at the Panasonic Lumix FZ-30

It can work in auto-focus or, if you prefer, in manual focus....you use the focus ring on the lens just like you would with a film SLR.
