It's genetic, like dimples in your cheeks. They're called Dimples of Venus, and most everyone has them. It doesn't matter how big you are, unless you're morbidly obese and have seious amounts of fat covering it. You probably have them, they're just very subtle.

Shouldnt you be born with dimples? I know the facial ones dont get "developed". I agree that they can be cute.
---------------------------
Allright, I hate to tell you this, but dimples are also a clue to an underlying illness or associated disease or syndrome.
Here are a list of diseases associated with dimples.
There are too many, so I am sending you the website to look at.
http://www.thedrsdr.com/diseases/skin_dimples.htm
Here are the ones associated with dimples on the small of the back (sacral dimples)
Spina bifida
Bloom syndrome
Carpenter syndrome
FG syndrome
Robinow syndrome
Smith-Lemli-Opitz syndrome
Dubowitz syndrome
Zellweger syndrome
X-linked dysmorphic syndrome with mental retardation
----------------------------
All you need is one dominant gene to inherit a particular trait. Dimples, along with other traits such as freckles, a widow's peak, a cleft chin, and yes, even bushy eyebrows, are passed along by a single dominant gene. If you have dimples, you have the dominant trait (D-). If you don't, you have the recessive (dd). It's that simple.
-----------------
Ok , so maybe what you really meant by dimples are simple indentations on the skin surface of the sacroileac joint, and not real dimples, and those, well, everybody has them, large or small, thin and fat, you just never see them on yourself unless you look at your behind using a mirror.
Here is another website on that one.http://underscorebleach.net/content/misc/pics/back-dimples/back-dimples2.shtml

I have them and I can tell you, even though I don't consider myself "fat," I'm not the skinniest girl on the block, and I have them. You might have them too, just try to look at yourself in natural day light, that is usually when they are more prominent.
