such a vague question, but most likely thinking about something sexual.....it also depends on the guy, how much of a freak is he lol

It is not limited to "sex", although its very, very likely that it does have to do with a physical attraction to their body, face, etc. Thats what hormones do for us.
Ultimately it's impossible to make a generalization that every guy is thinking about sex or how "hot" she is. It may be that he finds her genuinely beautiful, and unique that they want to look at her, perhaps in the same manner as they would a beautiful sunset or ocean. At least, that has happened to me before, not to sound cheesy or anything.

Usually they wonder if they kinky in bed. Freaky behind closed doors, or if they can bring that naughty nature of theirs out.

Well, sometimes I'm not thinking, I'm just admiring the view. Other times, I'm debating which word best describes her (hot, sexy, beautiful, cute, attractive, gorgeous...and yes I use each of them differently).
Or I try to figure out who they look like, or how they compare to other good looking girls I know.

Im not a guy but I been hearing they mostly looking for the nice stuff.
If you have a nice butt, boobs, and curves. Sometimes they might visualise you without clothes.
