I had a roommate like that. Then I learned martial arts.
Seriously, some people are just spoiled and do not know how to live with others. Establish a set of room rules and make them abide by them, like all phone calls after midnight must be made from the hall or lounge with a cell phone and anything else you two are doing to drive each other crazy. Be thorough about this part, and remember that you will probably have to compromise about some things.

I had the same problem and had to eventually quit school because of it. Don't let this person do that to you! Be an ***! Play your music loud like Mike said! Wait till she's asleep and wake her up! Why not, what goes around comes around, right? As for someone saying you need to be in the real world and work, whatever, school is a job all in it's own, hang in there! Things are going to get worse before they get better! You've gotta add fuel to the fire here, there's no other way, sorry.

Be on the lookout for a new roomate. It seems like your roomate doesnt care how you feel considering you have already talked to her more than once about this problem. My boyfriend had a similiar problem with his old roomate except it was having friends over late at night...he ended up moving out because of it..if you dont want to find another roomate then suggest to her the idea of talking on the phone outside or during the day..good luck!

You can go back to the landlords and inform a breach of contract. On the other hand you can just make her hate living with you and want to move out, dont shower, stop doing your share of house work, leave the toilet seat up (if you are male), so on and so on.

Try telling her to talk somewhere else, since you can't sleep anywhere else.
And maybe you could study in a quiet place as a library.
Or maybe you should remind the landlords again.

find another roommate to replace her. Have your current roommate sign a contract that she will keep her telephone conversations to a minimum when she is at the house. (make it very clear so that there is no misunderstandings) Have the landlord sign it if you want. When she breaks the contract - she has to go.

as soon as she starts doing it, grab your stereo and put it on loud so she cant hear the other person on the phone. or just walk up to her and start carrying on a loud conversation so she cant concentrate. pull the cord from the wall. shout at her to shut up. get the phone cancelled. whenever she is asleep, start talking really loud outside her room etc.
out of all of them just telling her to shut up is probably the way to go. the others are really passive agressive and can cause serious tensions between you.
