If your brother is a young teen -its normal.Its a typical curiosity every boy go thru.Dont embarrass him by making a big deal or telling the family.Once caught,he wont do it again.

Yes I have put something in my underwear drawer so I don't forget it and lol, yes guilty as charged...I have looked through other's drawers. Other's being family members and relatives :P

Whether you are a male or a female, I don't see anything negative with what he did. He is just curious and lots of kids do that nowadays. My niece thinks her brother's underwear looks funny and hers is cute. It could be just a curiosity without malice. Don't be too hard on your brother.

I strongly agree with nitty. It is natural for a boy to be curious about things. It is nothing to be making a big hubbub over.
You caught him looking through your drawer he's not going to come back for a chance to be caught again.
Put your feet in his shoes if it were you that was caught going through his things would you want him to go around telling things about you?

Don't misunderstand him immediately....you should ask him politely...'"What he is looking/searching there? etc..(."and u didn't mentioned his age....) talk to him...and try to clear the issue.,and the same time he should not think low also...and after explaining or if he is doing the same.,then u talk to ur parents first or seek advice from some counselor.

if he is a small kid ,take it easy and tell him, it is bad manners for boys to look like that and always try to avoid such things.if he is little grown up one, it is a mistake from your side to keep exposed such things in front of him without proper locking .human nature itself is inquisitive this way or that way always and better to avoid wrong situations in life

its not a criminal act or anything i think he is just doing this cozz he is not matured enuf just curiosity.. talk to him and explain stuff.. i would suggest giing him more company cozz he maybe lonely or maybe if u communicate with him u might find out the reason
