1. Good number of politicians have direct and indirect hand in production units, which give them profits. That is the primary cause kept as PUBLIC and OPEN Secrete.
2. Secondly, the government is yet to find sources of

plastic bags industry.
2. b. Alternate effective, acceptable usable material as
convinient as present plastic bags.
3. Taxation, Excise Revenues generated out of this business, needs alternate source of filling in, once these units are closed.
The one day all these answers can be found, Government will take action, BUT BUT BUT BUT for the 1st cause stated above.

While I'd love to see a decline in the use of plastic bags, I would be very scared of what other things the government would take away if we gave them the power to regulate such a small, detailed aspect of our lives.
I can understand the regulation of food & drugs, items which we put directly into our bodies. But, unless there is a direct harm and this harm outweighs the benefits, then I do not believe the government should have the right to take away our right to choose to use plastic or paper.

govt. are issuing orders but no one is following it if we need to stop the production of plastic bags we should close all the factory of plastic bags.

You are under the false impression that the US government cares for the welfare of its citizens. You are wrong. Its function is to clear the way for big business to do as it pleases and to turn over vast quantities of tax money to big business in subsides, including subsidies for outsourcing jobs to India and China and other low wage countries.
