the cheapest you can find. it will honestly not really matter. cheaper is better in non-performance applications. check Tirerack.com's online surveys too. they have tons of data on a ton of tire types. They give great prices too.

i work for vw and i have found that the smoothest running and very long lasting tires for passats are continentals. these tires are also very reasonably priced.

I have Falken ZE-512 all season on my 1999 A6 (same car as passat) and love them. They are the second Falkens I have had and the first pair last 55k miles and would have lasted longer but i did not rotate enough.

I love Michelins they offer great performance and treadwear, however they can be a bit pricey. I would look into Continental as well.
