The NATION Israel, for centuries, were as dead bones.
But the prophet was being shown that the time would come when those "dead bones" would come together again. The dispersed of Israel would be regathered. But many in "unbelief" and without God's Spirit indwelling them.
Then, in the last days, those bones which came together will live again ... when God's Spirit imparts and gives them "new life".
The Valley of Dry Bones was a vision, showing the prophet what would happen in the future.
