Thailand is gearing itself as a medical tourist destination. A few of their hospitals are outfitted with modern medical equipment and professional medical staff. So if you are looking for treatment, you do get professional treatment there. What helps to sell there is the resort atmosphere and the pampering that the hospital shower on their patients.

Because of how popular of a travel destination Thailand has become in the last 20years, they are just about up to par with much of the West. Where you are in Thailand is going to make a hug difference. In Bangkok and the other popular tourists spot there will be medical doctors just as skilled as anywhere in the world. But if you are in a more remote area you could be rolling the dice....

I don't know about Russia, but private hospitals such as Bumrungrad, Samitivej, BNH and Saint Louis compare favorably to hospitals in Europe and the US. All private hospitals that I'm aware of have their own labs, so lab tests are quickly determined usually within a couple hours. Many of the public hospitals compare less favorably, with some of them being truly substandard. Medicine is also of top quality if purchased from hospital pharmacies. There was recently a report published in the Bangkok Post of medicine purchased from neighborhood pharmacies that revealed pirated products of vastly inferior quality to the real thing. International brand name pharmacies, such as Boots, would be an exception. In any case, medical care and medicine are about 20% of what they would cost in the US.

I agree with the above notes - much better care and certainly cheaper than the USA - - if you go to the top hospitals, you will find the service quick and excellent and the quality of care high..
If I want a cholesterol check etc.. the bloodwork in the USA will take 4-5 days to return and then a wait for another appt w/the Doc etc.. in Bkk - 1 hour..
And equipt is oft state of the art and better than much of what I have seen in USA - - this holds true for dental as well

it is depended on your money.
Usually for the foreigner, thai hospital will assume that you have money, so they will never mind to accept you and give you a first class service.
for some poor thai with little to no money, in case of emergency they used to be turned down by the hospital. basically they just ignore them and let them die right in front of the hospital.
however they talk about this on newspaper and tv, later "i thing" the government change some of their law forcing the hospital to do the basic treatment for the poor in case of emergency.
i guess (and hope) it is getting better now.

I have had the unfortunate need to be hospitalized in Thailand. I would rate it as good or better than ANY care I have received in the U.S. or any other country in the world.
