Depends where are You coming from...if your traveling from any state to Puerto Rico it's consider Domestic interstate so You need your regular ID's...
If you're coming from other country...same documents that You need to travel anywhere else..Passport and Visa.

The new requirements won't apply to US citizens as long as you are traveling within the US. For example, if you travel from Florida to Puerto Rico, you will still be in US territory and since you haven't left the US you won't need the passport to go to Puerto Rico or come back to the United States.

Because Puerto Rico is a common wealth of the United States, travel to Puerto Rico does not require a passport. It is like flying to another state in the US.

You don't need a passport.
From the State Department's Website:
"Q. Will travelers from U.S. territories need to present a passport to enter the United States?
No. These territories are a part of the United States. U.S. citizens returning directly from a U.S. territory are not considered to have left the U.S. territory and do not need to present a passport.
