Your words, "barley touch him" tell me that people (maybe you or his sister) are touching him. In other words, he's probably got older people giving him a hard time. He's frustrated, and - as with so many families - nobody is stopping people from "barely touching him".
Nobody cries over "dumb things". The things that make him cry make seem "dumb" to you, but they are not dumb to him. In fact, they're enough to make him cry. People around him need to try to help the dumb things stop happening, so this little kid can get some relief.
Some adult needs to know he cries and figure out what is going on and why he is crying so that some changes could be made. If older kids are doing anything to him they had better knock it off because it isn't just adults who commit abuse against younger people, and this little boy will grow up feeling abused or else a nervous wreck.
Talk to his mother about this problem, and if she doesn't do anything to get to the root of his crying talk to another adult.
People cry because they are upset, sad, angry, frustrated, or tired. One or more of those are the reason he constantly cries.

Don't leap to the conclusion that this could be a psychological problem.
I do not know the name of it, but there is a real physical condition that actually makes the person with it hypersensitive to touch, and even the touch of a feather is excruciatingly painful.
I would suggest to his parents a checkup at his pediatrician if this is concerning you that badly.

Could the cousin have autism? Some children with autism have a hard time dealing with people and the world. It is very common but needs to be evualuated by a professional.

it's nice you want to help but some kids just do cry over everything. Why not have a chat to his mum and see if she has some ideas

DEAR TAKE BOTH TO THE DOCTOR ASAP OK. TO SEE WHAT IS WRONG WITH BOTH OF THEM OK THEY MAY HAVE SOMETHING REALLY WRONG YOU TALK TO THE DOCTOR AND NURSE AND THEN LEAVE THE ROOM AND LET EACH ONE TALK TO THE NURSE AND THE OTHER TO THE DOCTOR THEN WHEN THEY AREE IN SCHOOL GO BACK AND SEE WHAT THEY FOUND OUT WITH OUT THE KIDS THERE WITH YOU OK

Have you tried sitting him down and talking about what the problem might be? It really might help you understand whatever his problem might be and it might help him by talking to someone who cares enough to sit with him and really listen....
