Dry/chapped lips is almost always a sign of dehydration. Drink 7/8 cups of water a day and they'll be good in no time. Apply lots of chapstick, vassiline, or olive oil to make them feel better quicker. But don't be touching them and rubbing away the natural oils.

try putting on some lip balm(the body shop's one is extremely awsome) . The same thing happened to me just after i came back from overseas and nothing i could do could actually make it go away. I just kept applying lip balm to soothe the pain...it goes after a few days...in my case i think it was climate change coz i went from the northen hemisphere to the southern hemisphere.

Kiehls lip balm from nordstrom. It gets rid of my chapped lips in a few hours. You can get it at Nordstrom for about 5 bucks. Its totally worth it. It's amazing miracle stuff.

you have to make your lips real wet, like when you're in the shower. take a wash cloth and gently rub it on your lips to remove some of the skin that is peeling.
when my lips were that bad i used baby oil gel (i got the generic brand at walmart). i smoothed it on several times and put on a extra heavy coat on at bed time. the next morning my lips were healed

cover them in vaseline (petrouleum jelly) every morning and they should be soft in no time. Oh and by the way, you should really go to a doctor if it hurts that bad but I beliove it's just from the weather because it's so cold you are probably not used to it! (depending on where you live)

i actually love my burt's bees lip balm...
fyi i read that chapped lips
may sometimes signal anemia...
if your chapped lips persist
then, i'd suggest checking out the doctor
.
