The age limit is the same age limit in the state that the base is located.
IE: if the state age limit is 16, then 16 yr olds can drive on base as long as they have their drivers license.

If you are in a state like South Dakota that has school permits and you are driving to school on base, you can drive on base at age 14. If there is no such system, then whatever age in your home state to get a license to drive a car.

what ever the driving age is in the state you carry a licence 2 states have a higher age then 16 to drive and a few have lower age limits so if you hold a valid licence in any state you can drive on base

For you to get on base the military member will need to call or stop by the visitor's center and tell them you are coming. They'll likely ask him his name, rank, organization, your name, your length of stay on base, and maybe your relationship to him. You'll have to stop by the visitor center at the main gate if the base has multiple and show your ID and the car's registration. They'll put you in the log and probably give you a pass to show to the gate guard and display while on base. Thats all at a minimum, depending on the current threat level the gate guards or visitor's center people can always do more like inspections of the vehicle or any bags you have or deny you entry.

you have to be a licensed driver, have insurance, registration and a base pass, and the vehicle must be able to pass a safety inspection.
Different bases have different policies. Most bases will have an information center or welcome center.
If the car isnt yours you may not be able to get on. You might need a letter of permission to drive it.
If it is a rental, you will need your rental contract.
