Yes. Just not the way you think. They legislate the most profitable gambling modes with them as the one "trustworthy" enough to run them. Think of it, I can spend as much as I want on 100,000,000 to one odds lotteries, but if I want to bet you $5 or $10 on a one to one bet on the NHL All Star game or the Superbowl that would be breaking the law. The best I can do here in BC is string together a minimum of 3 games picking win/lose/tie, so a 1/2 odds jumps to 1/9 odds and not so great a payout either. Given that they can sanction these games with the biggest profit and lowest winning odds, And leave less profitable games illegal, they don't have to "fix" it.
Ticket scandals are mostly devious small shop owners and employees. It is easy for them to steal a winning ticket every once in awhile from an unsuspecting customer checking their ticket. I know because they have tried it on me for even small amounts of cash. And I have heard of several other stories of people who they try it on. AND the examples are from different shops in different cities.

Its NOT fixed, just the odds of winning are just very high!!!. Better to put your $2.00 per week or what ever you spend on tickets into a high yield savings account and watch your money grow. You'll have a better chance of having some money at the end of it all.

Max we can won is Free tickets WOW and that music turn me Crazy i think every time I GOT IT , but Free ticket DUM DUM
Dont waste ur money in this , some time to settle the change is OK

They are not. Everything done to draw the numbers is protected and checked and witnessed. No way they can be. It is just a tax for people who can't do math.
