You're getting different answers, but the way you have it written, it's kilobits per second.

If you were to write it as KB/s, then it would be kilobytes per second.

When rating the speed of an internet connection, typically you list it in terms of kbps (kilobits per second). You only use KB/s when you're talking about file download speeds.

bit = binary digit = 1 or 0.

b stands for bits. 8 bits = 1 byte, or a character.
s stands for second, as in time.

so, 24 kbps or kb/s = 24,000 bits per second, or 3000 characters per second.
