depends on what city you live in, and/or if you live in a complex that has them written in the lease.
some cities have no laws about it, but the complexes will have rules about it in their leases.

human beings can hear the sounds of the frequencies of 20 hertz to 20,000hertz. sounds with greater than 80-100 decibles are harsh and loud noise. so the noise is maintained below 100 decibles. other wise it results deafness to human being
