Congrats. Customs & Immigration is located in the International concourse (The northeast concourse with gates B-17 thru B-28) in Terminal 4. Check out the Phoenix Sky Harbor airport's website below and the International Arrival Brochure. That should answer all your questions.

Since you didn't tell us your city, it makes it a little more difficult.
Generally, when passengers deplane they go through immigration first then go claim their luggage which they take through Customs. In some cases, they have to recheck their luggage which is then sent to the domestic luggage claim. But most airports they come right out of Customs into your arms.
I expect that your airport has a website that shows a map of the place. Try googling it.
If it has multiple terminals, then it must be a big city like Detroit, NYC, or so on. You can also call the airline's reservations number and they can probably tell you.

In your excitement to meet your Fiance you forgot to mention the city you are in or the name of Airport she is arriving to meet you.
I can make a guess that you are in London because Terminal 4 is at London Heathrow.
She will have to go through immigration, get her baggage and than go through customs to come out in the arrival lounge.Thats where you can meet her.Best bet will be to wait outside the customs gate.
