looks like not until 1/2008
As early as January 1, 2008, ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.

I am Canadian and live within 20 minutes of the Canada/US border and cross frequently. If you are driving into the US, as a US citizen, you will need 2 pieces of ID, at least one having a photo. YOU DO NOT NEED A PASSPORT! Driver's Licence and Birth Certificate are great. However, starting in 2008 (and there is still confusion on exactly when), you WILL need a US Passport - not to get into Canada, but to get back into the US. This will be a Homeland Security requirement. The legislation in the Congress is still pending.
As of Jan 23, 2007, you DO need a passport if you FLYING back into the U.S.
