I must go, I have to see her at the library.
Tengo que irme tengo que verla en la biblioteca.

I must go, I have to see the library.
Tengo que irme, tengo que ver la biblioteca.

In the last case you should just say:
Tengo que ir a la biblioteca.
I must go to the library.

Me tengo que ir comes from tener que : have to
and irse(this one of the pronominal words in Spanish): leave. So if you use dictionary, try to find this word(irse), you won't find anything, if you look at irme.
The whole sentence " me tengo que ir" or" tengo que irme " means I have to leave.
Tengo que ver la biblioteca means I have to see the library.
Good luck.

This really unnecesary grammer. You should just say:

Yo tengo que ir para ver los libros adentro de la bibleoteca.

I have to go to see the books inside the library.
