Exfoliate with a mild scrub for sensitive skin. St Ives makes one and their products work great. After you're done washing your face, apply a light moisturizer while it's still damp. This ensures that the lotion is getting soaked up into your skin, rather than just staying on the surface.
It's what I do and it works fine. Also try some Dove bar soap. Works great for dry and oily skin.

I'm having that problem with my nose right now. I do every winter.
In general, I wear tinted moisturizer (Cover Girl Smoothers Tinted Moisturizer) during the day instead of foundation, so that helps. However, at night, I exfoliate with my own sugar scrub (just sugar and water or you can buy your own) and moisturize my entire face with Oil of Olay pink beauty lotion. Then I apply petroleum jelly (Vaseline) to my nose and sleep with it like that. I do that every night because my being out during the day seems to just really do a number on my (nose) skin.

I had the same thing happen to me through winter last year (it gets very frosty where I am). I got a St Ives exfoliant. If you get it ($9 from coles, priceline) open it up and sqeeze it a little to check that it's the grainy one. I accidently got the wrong one and although it was good for summer, all winter I had flaky cold sore looking patches on my face. Very attractive!!! Also I recommend you use Palmer's Skin Success Stress Serum. It's at priceline ($20- very worth it, mine is still going!) It's near all the Palmer's stretch mark & cocoa butter creams. It's a bit strong at when you first put it on, but it works and you can wear it under make up. You use it when your skin needs a little TLC and before you know it you'll be lookin' smokin' hot again.

Moisturise every day. if its really cold its probably dry and thats robbing your skin of moisture, so use and oil-free moisuriser that can be used on your face. Now might also be the time to start cleansing daily, too. and you need to get a gentle exfoliating scrub to get those scales off!

Use Olay Total Effects Moisturizer- unscented if you have sensitivity to chemicals. It worked for me, and I've used it for 6 years with no flakies- even in Chicago's bitter cold.

is it your face or your body , if your body after you shower pat dry and put on lotion then smooth on vegetable oil then pat again with towel , it is cheap and does not smell your skin will be oily i do this at night in the morning my skin is soft and thick lotion is enough to get me through day with out being flaky mess hope this helps oh bye the way do not use baby oil it clogs pores

i think you should moisturise everyday with a light moisturiser. try off the shelf moisturiser like olay or neutrogena. the cold and wind causes flakiness. also use a lip balm too.
