Definately weight resistance training but you need to make sure not to just concentrate on one exercise/area. You need to think of your body as a whole, muscles supporting each other.

upper arm as in deltoids???im working on those right now just buy some weights and pick it up straight up...just look on google for some exercises depending on what part you want to exercise...and in a few weeks you'll see some improvement

For biceps: bicep curls, hammer curls and preacher curls.

For triceps: tricep dips, tricep push downs.

Go to a gym and ask a personal trainer how to do the exercises correctly.

For biceps, do about 5-10 push-ups before bed. About every two weeks, do more and more push-ups. Don't worry if you wake up with sore arms and legs, it's natural.
