Your daughter can afford to buy too much food and bring it into the house. Your daughter controls the food brought in, unless this is a rare 8 yr old with a checking account who does the shopping.
Your daughter is the one that needs counseling, to find out why she is not handling the parent job responsibly.
Maybe she lets him eat because of guilt she feels, but there are many reasons parents do this.
If she started shopping responsibly , she could afford the counseling she needs.

She should check into her insurance to see what they cover, also you can ask at your church if they will sponsor all or part of his fee. The hospital may have financial assistance as well, ask...
