nothing too drastic, painting the walls is not an option and i'm on a tight budget. just some small subtle things that will make it look nicer?

Clean it! Wash walls, etc. borrow and swap from other rooms to refurnish it, or rearrange it. Get it decluttered and organized to work better if it isn't suiting your needs.

You can do a wallpaper border.

You can get a table runner, or a cloth piece, for your nightstand.

If you have closet doors, you can remove them in favor of curtain or a beaded hippie ish curtain. Incentive to keep the closet clean.

You can play with scent. You can get any number of plug ins or air fresheners, all the way up to those fragrance machines with the disc that Febreze makes. You can make your own linen spray with essential oil diluted in water, all in a spray bottle...very cheap cheap, and it is the same thing you get in the fancy linen stores. You can also get a sound machines with birds, thunder, rain, brook, etc. They are pretty cheap. You can do candles, or pot pourri, or one of those tiny crockpots for melting candles or simmering herbs.

Get some plants. Or a new clock. Or some new throw pillows. New hangers or storage pieces for your closet. A throw blanket for the foot of the bed.

Refinish or paint a single piece of furniture.

You can make a fancy looking headboard, with or without padding, with or without fabric.

You can do a cluster of similar themed artsy looking black and white photos, or photocopies, frame them and hang them together on the wall, in a horiz or vertical line, or in a square, or a random grouping. For instance, pics of leaves or other plants, weather, skylines, family member closeups, hats, cats, dogs, something weird that you collect. Dollar store frames are really cheap.

Rearrange the furniture, put some photos in a frame from magazines (dollar stores sell nice frames, you could decorate them), change your curtains (or make them from fabric on sale), add some fake flowers, clear the tops of dressers, add a throw blanket across the bottom of your bed, put a shelf across the top of your bed with pretty items (can get them at a dollar store), add some small mirrors on the wall to reflect the other side of your room.

you could add new bedspreads or throw pillows. also nice lamps would be perfect or pictures on the wall.
