True.
A quote from the source is,
"Australia currently is responsible for only about 1.5% of the world's total fossil fueled-based carbon emissions (ranking it 14th in the world), but its reliance on its coal resource for power generation has resulted in a very high per-capita energy-related carbon emission for the country, third-greatest in the world -- if all carbon emissions, not just those energy-related, are taken into account, Australia has the greatest per-capita carbon emissions in the world."

It probably is true, but not because Australians do anything particularly outlandish. It is a consequence of a first-world economy , a large land area but a small population.

Most people own lots of manufactured goods and have energy-sapping items such as cars and air-conditioners. There is a lot of domestic animal farming (cows and sheep) which is a notorious emitter of greenhouse gasses. And there are only 20 million people.

I'm not really sure what the alternative is. Wind farms? Nuclear power? I can't see it myself.
