"Откуда ты знаешь что мне говорить?" could be translated two ways, both meaning pretty much the same thing:
"From where do you know what you tell me?" or "How do you know what you tell me?" Basically meaning "Where are you getting your info?"

Of course, how to respond depends -- for me, in this case, I'd say, "Говорю по-русски" (Govoryu po-russki) meaning "I speak Russian."

I'm no expert, but I'm an aspiring learner...
Using some translators and wiktionary (which people strangely don't use very often), it sounds like it's saying "from where do you know what to say to me?"

If it were me, I'd say "ne znayu, chto ya govoriyu" because I can't speak hardly any russian.
