Which one would be best?

*2 600 watt amps that equal out to 1200
or
* A amp that is already 1200 watts

this depends on what you are trying to power. But your best bet would be to go with one large 1200 watt amp. Unless your two 600 watt amps are bridgeable then they wont do as much as the 1200 watt amp will. Plus its easier to just use one big amp than to try and bridge 2 amps together. theres more wiring to be done that way.

If the 1200 watt (RMS, I hope) amp is 600 X 2 channels, then it makes no difference....

Ask if the power rating is RMS or peak-to-peak, and what percentage THD are they (total harmonic distortion)?
