She is always looking at me, she dresses in short skirts when I am around and wears baggy pants otherwise, she calls me every night, and when somebody pantses me, she does not laugh, but I don not know if she likes me.

Sometimes the direct approach is best, just ask. But if that seems too bold for your liking, look for the following signs. Pay attention to your conversations with the person in question.
1) Does this person show a special interest in having a conversation with you and, once started, make an effort to keep that conversation going?
2) Has this person taken a sudden interest in your life and hobbies? This is a sure sign that he or she is interested in something.
3) Other elements of body language include frequent eye contact, holding your gaze and looking down before looking away.
4) Does the person you're wondering about just plain smile at you a lot?

she probably atleast has interest in you, but you havn't told us enough to declare her liking/not liking you. You cant tell if she likes you from her body language. Is she figidy? Does she blush? Does she smile? flurt? ... touching is the most important in flurting. When you say hi to her come up from behind and casually touch her shoulder. If she does indeed like you which i think she does) then she will LOVE THIS. even if u screw it up she will love that you did it cause she likes you! have some balls, u can do it. good luck!
