I got a notice from pokerstars saying that net teller will not be able to cash out my winnings? So I'm I playing for nothing?

There is nothing preventing you from playing. The new bill only makes it harder for banks and gambling sites. It does nothing to make what you are doing illegal.

See link for PokerStars suggestions of how to cash in or cash out.

There's still plenty of ways to cash out. You can cash out via check, epassporte and usually a bank wire. It is still perfectly legal to play, and there's still a ton of sites that allow Americans and that are coming up with NETeller alternatives, you can see the list of sites here: http://www.ultimatepokerbankroll.com/article.php/internet-gambling-ban-poker-sites-status

Yes, you can still play. While it's harder to get money online it is still not illegal to play. You can find out more on the situation here: http://pokerdynasty.net/stateofonlinepoker.html
