I checked a couple of sites, but I can't find one that has a license plate frame with rhinestones (fake diamonds, etc) on it that I am able to personalize.

Here is a license plate frame with diamonds on it. They have two license plate frames with the rhinestones or fake diamonds that you are talking about.

I have never seen one where you could customize your own. However you could probably go to a auto shop to get the frame and then go to a craft store to get the rhinestones.

have you thought of a do-it-your-self painting your old frame with a shimmering color spray and then gluing the stones that you can get at any arts and craft store.
